Subject: Public letter regarding necessary reforms to ensure transparency, accountability, and social justice in the investigative agencies of the Central and State Governments
Hon’ble Sir,
With due respect, I wish to state that in today’s democratic era, various investigative agencies of the Central and State Governments—such as the CBI, ED, DRI, Narcotics Control Bureau, Income Tax Department, Excise, Customs, etc.—are functioning as institutions responsible for national security and anti-corruption mechanisms. However, the absence of strict and adequate provisions to ensure transparency and accountability within these agencies remains a matter of grave concern.
It is extremely essential that complete information regarding the cases registered by these agencies, the seized items and recovered amounts, the accounts in which such amounts are deposited, the amount of penalties imposed, and the names of companies and individuals found guilty be made public. Along with this, a monitoring system must be established to prevent any misuse under the protection of ruling party leaders, officials, or favoured companies.
A pertinent question in society is why the conviction rate of these agencies remains so low. Additionally, the government must publicly clarify why cases against certain accused political leaders are closed immediately after they join the BJP, even when investigations were previously underway.
Furthermore, with reference to the disclosures made by the CAG (Comptroller and Auditor General of India), complete factual information regarding the actions taken against corrupt officials and firms implicated in irregularities across various Central and State departments—along with details of recoveries and the status of cases—should be regularly uploaded on departmental websites under Section 4 of the RTI Act, 2005. Citizens have the full right to know how their tax money is being utilized.
In addition, a re-evaluation of the current definition of development is essential. Development should not be limited solely to economic growth; an inclusive and nature-sensitive development model must also be implemented equally so that sustainable development can be ensured.
Urgent reforms are required in the existing definition of the poverty line. When the Pay Commission recommends increases in salaries and dearness allowances for government employees, prices of essential commodities such as diesel, petrol, and gas rise, and salaries and allowances of MPs and MLAs are increased—then why does the poverty line remain unchanged at ₹32 per day? The Government should promptly define a category of “super rich” by determining an “upper wealth line,” and introduce provisions for higher income tax collection from such individuals. In present circumstances, the gap between the rich and the poor is widening, leading to increased inequality and class conflict in society.
Therefore, considering the above important matters, it has become necessary for the Government to clearly define the rights related to accountability and to frame and promptly pass a “Right to Responsibility Act” to ensure transparency, accountability, judicial robustness, and social harmony within the system.
The Modi Government at the Centre should certainly issue a white paper before the public on the above subjects so that the people’s faith in this democracy can remain intact.
With hope that you will take necessary and effective action on this matter and provide an early response,
Yours sincerely,
Gopal Prasad Khatik (RTI Sevak)
